Dell backup & recovery preload preventing Windows Defender Offline boot scan

System: Precision T1700 microtower

OS: Windows 7-->  Windows 10 Pro 1903 (18362.10019)

I would like to run the Windows Defender offline boot scan but when my pc restarts it automatically loads into the DBR preload boot image from recovery partition. DBR software is not installed on my machine in the Windows 10 OS environment. I've tried searching for a method to bypass or temporarily disable this at the boot/OS level but have been unsuccessful. I would like to avoid moving these files and altering the recovery partition if possible. 

Any ideas or guidance?
