I've just tried doing a fresh install (complete disk repartition) of Windows 1903 on a couple of older Latitudes (7x40 series) and I've discovered a couple of issues after running detect/install drivers from support.dell.com:

1. powercfg -batteryreport now shows 'No batteries are currently installed' in the report results, even though the battery charging icon in the Notification Area clearly shows the battery as charging or fully charged.

2. BIOS will no longer install. I tried running a BIOS update after receiving the first issue, but double clicking on the BIOS .exe does nothing. I then tried downloading an earlier version of the BIOS and experienced the same issue.

As a test, I did a fresh reinstall of Windows 10 1809, and both problems disappeared.
