Dell Dimension 3000 OS Prob...HELP!

I have a Dell Dimension 3000 that was having major probs (I have a teenager on the internet...need I say more).  I was not aware of the CTRL + F11 option and out of sheer desperation reformatted my hd (which BTW I had replaced last year with a Dell M8727 80GB drive due to the original drive failing.).  Anyway, I was wondering if I could find the recovery stuff that would have been available in the CTRL + F11 feature on the net and then burn to disc, so I could restore my system.
 
I have the HP disks, but cannot boot to the CD ROM.  I have run bunches of tests and they all say the CD ROM is working.  I did not make any restore CDs (I know, I'm a dummy), so that option is not available.

    Sorry, but you lost the opportunity as soon as you replaced the original drive.  The restore partition is made at the time Dell puts the machine together and no record is kept of what was included.  You will need to perform the installation the old fashioned way by booting from a Windows installation CD.  After you have gotten the system back to working order you may then use an imaging utility such as Acronis True Image or Symantec Ghost to create your own restore image.
     
    Boot from the CD either by placing the CD ROM drive first in the boot order (F2 on startup, navigate to the boot order menu) or by placing the installation CD in the drive, restarting, and tapping F12 at the first screen to bring up the boot menu.  Choose CD ROM to perform the necessary boot.
