I have bios settings to charge the battery when below 50% and stop at 90%. When my XPS 13 9310 Developer Edition is between those values and not charging, the charging light on the front edge of the laptop will blink. Every few minutes it will come on for a few seconds. It's annoying.
Complaint = XPS 13 9310 users may see the charge LED blinking when the computer is under a heavy load.
Discussion = The XPS 13 9310 supports hybrid power which enables the Laptop to function optimally during instances of heavy loading. It does so by coordinating the power input from BOTH the AC adapter and the battery at the same timeCAUSINGthe charge LED to blink.This is by design on Dell hybrid power systems.
Apologies that your system is not working right, I have sent this issue to our level 2 engineer for further information on resolving the issue, We will reply back to you once we hear back.
I see you posted that you have updated the bios to the latest version 11 days ago. From checking out drivers page here there is new bios that was released April 1. Update to it and see if the issue is resolved.
