What mode is your BIOS on? Is it on Legacy or UEFI? Because UEFI disables it and Legacy gives you the option to enable it. Let me know if that changes anything but also:
Reminder = When changing the setting from UEFI to Legacy or Legacy to UEFI, it can cause issues such as the operating system not booting properly.
I recommend you backup all your data to an external USB of some sort to save your data. Then reinstall a fresh copy of Windows after switching to Legacy from UEFI to enable TPM.

Quick Tip: If your laptop has voltage / charging issues, try shutting it down, unplugging power from laptop, hold power button down for 30 seconds to do a full reset!
