when i start up my laptop or try to install new windows always cracked and saythe bios in this system is not fully acpi compliantplease help me

Hard to help without knowing what exact model Inspiron and what operating system you have. However that error message means you need to update the bios which is impossible if you can't start the computer.

Hard to help without knowing what exact model Inspiron and what operating system you have. However that error message means you need to update the bios which is impossible if you can't start the computer.
