Processor maxes out

I have a Dimension 8400 with a pentium 4, 3.0ghz processor, and 2.5 GB of ram. The problem is every time I run a program, even a small simple one, it maxes out my processor to 100% for a long time. I'm not able to multi-task at all. If I try to run two programs at once, it really bogs down. Any suggestions? I have cleaned out unneeded files, ran a disk fragmenter program, and did a PC tune up. It still taks forever to load and run programs.

Is Windows fully up to date with SP2 and all post-SP2 critical updates? Is your antivirus and firewall software up to date and running at all times in real time?

Another thought. Check Task Manager and find out what process or program is using up your CPU cycles.

I have sp2 and all other critical updates installed. Windows is set up to automatically update itself. I also have windows defender, and Norton systemworks installed. When I run the Norton one button check up, it is the only program running, and it takes over 10 minutes to run through a cycle, and it does not find a whole lot to repair.

Ok, sorry, I'm not being clear. Open task manager and click the CPU column heading twice, which will rank processes in order of CPU usage. The item at the top of the list is your problem.

You got 77 processes running with no programs loaded! Thats part of you problem right there. Find out what processes are running that your not using and kill them. If that solves your problem then use msconfig to keep those from loading at bootup. If they are programs that you don't use, uninstall them.

My computer is loaded with all kinds of stuff and at the most I show 30 processes running at any one time.

Ok, it seems I'm not being clear enough. Sorry. Lets start over.

You said your CPU is maxing out when you run a program. Ok, so what you need to do is to reproduce this condition by running a program, then check task manager to see if it's your program or something else that is causing the CPU to run at 100%. Then you need to post that information here.

Am I being clear what I am asking?

Sorry, but I don't remember you mentioning that you were running Norton. I don't think this is a hardware issue at all, but a Symantec issue. You might want to contact them for assistance.
