After I tap F 2 should I choose to , "boot from cd" to set my pc as it should be?

The normal is to set it for hard drive first boot unless you are trying

to reinstall windows or something like that !

All of mine are set to hard drive first.

Suppose you are going to install a program by disc like sp2 or a reinstall of windows?

What are the words I should then choose?

When you want to boot from a CD ( as in installing or reinstalling the Operating system) you set the first boot as CD-ROM . . otherwise you set it to boot first from Hard Drive.
