During the update, the laptop turned off due to a power failure. After that, I turned on the device and the first error appeared: 

1. Startup Repair couldn't repair yout PC (log file: C:\WINDOWS\System32\Logfiles\Srt\StrTrail.txt
 - what did i do:  opened the console and wrote | chkdsk C:/F /R
 
- result: found a lot of damaged items, also restored them, but the operation failed and I rebooted the laptop with the hope that I could start

2. After chkdsk, Cannot find enabled boot device/media
 - what did i do: thought it was a bios problem, updated bios from 1.8 to 1.15
 - result: without changes

3. Decided to use Dell OS Recovery Tool, created an image and decided to start to restore the system. But there was an interesting problem, Recovery flash drive won't start in the same way as images from Windows 10, it just hangs on the windows logo.
 - what did i do: a) UEFI to Legasy
                         b) Secure Boot = enabled \ disabled 
                         c) Legacy Option ROMs = enabled \ disabled 
                         d) F12 - Diagnostics = all points are successful
                         e) ESC + CTRL = new error ( ROM Image is not loaded and ROM Image update denied )
                         f) CMOS reset = without changes

4. Windows boot manager suddenly disappeared

I'm stuck on the last step of this problem and I don't know how to solve it. Ideally, restore my system so that my personal files are not corrupted if possible. But for starters, I would like to just run the installation USB flash drive with Windows or OS Recovery Tool. 

Plus, I want to note that, to record the Windows image, I used Rufus and the original program from Microsoft to create images. Changed to rufus GPT to MBR, FAT32 to NTFS no change, usb image does not start.
