As it states already being started, it did just that either by itself or by you (cli or DD gui).

Still hasn't fully initialized? How much time was the "never"? Minutes, hours, days?

Anything worthwhile in the logs or any alert? This as I assume needing to start the filesystem stems from something either an issue or a reboot?

I had the same problem and waited 48 hours but it was not solved ,After this time,then I disabled and reset the file system, but it did not work !
Continues to message that "file system is starting up"

This would likely require a call to Support. It might indicate an issue with one of the disks.

storage show all

Support Bundle.

• Login DDSM(Data Domain System Manager) Web GUI
• Navigate to Maintenance and select Support
• From Right-Pane, select Support Bundles and click on  Generate Support Bundle 
• Your bundle will be ready to be downloaded.
