Unexplained failure to support Windows 11

I bought a (then) top spec laptop in 2017.

I am now told that it will not support an upgrade to Windows 11.  Upon using PC Health Check I am told that I meet all the requirements to upgrade, except that my processor has less than 1ghz.  In point of fact it has 2.8ghz. 

Dell's site records that my model is not supported for Windows 11.  However, earlier (and lower spec) models are. 

I have tried to get an explanation from Dell (via various departments - Tech Support; Sales; Developers etc.  Finally I tried Customer Services - but they are doing a passable impersonation of Harry Lime (if you are not a film fan, the reference is The Third Man). 

For the avoidance of doubt I would be prepared to buy a new laptop - similar spec - provided that I am given proper explanation and assurances that this laptop cannot accept Windows 11. I can not entertain being treated with such contempt by someone who would seek to do business with me.

Can anyone on here help me?
