Computer does not restart

When shutting down and restarting from Windows 2000, I come to a black screen with a DOS style cursor in the top left hand corner flashing. The only way I can turn the computer off or restart from this point is to turn off at the mains and then back on to get the computer to boot up again?

Can anyone help?

You're not alone. Practically every version of Windows in existence has done this at one time or another. It usually means something is running in the background that's preventing the OS, or some other component from closing down enough to initiate the restart or shutdown process. You'd probably get more concise responses by posting this in Software - Windows 2000, though, where the regular users of Win2k abound. You might also try a web search for "Windows 2000 AND shutdown."
