Connection Woes

My computer connects to my ISP but there are no bytes being sent or received. Dell tells me it's my ISP and my ISP tells me it's not them. No one can help me! I'm also getting a message at start-up that says Norton email protection can't load. Make sure TCP/IP is installed. It is installed, I double checked. I have uninstalled and re-intstalled the modem and re-checked my settings a hundered times. I even installed a new ISP to see if it was my present service. It does the same thing. It dials, connects and just sits there. Does anyone have any ideas what my problem might be?

    I am running Windows 98. I am not able to access email or the internet. I am using another very old computer at the moment.

    Which operating system are you using?

    It sounds as though your TCP/IP is corrupt.
