My Dell inspiron 1300 Laptop is not booting. When it is powered it sticks at the Dell screen. This occurs whether I use A/C or battery power.

 

I have tested the Hard Drive, Memory and CPU in another identical laptop and everything worked. I was wondering if the motherboard is shot.
