I had the same BTTray problem on my new Dell deskop (Inspiron 530). I also had a similiar error on RMCPlg.exe and was unable to create a recovery disc. Turns out they were all related to the DataSafe local build. Can't say if the problem you're experiencing is related, but you might want to check out this Dell Knowledge Base Article #359580. The solution worked for me:
My solution was to get a Dell engineer in (at the cost of £116). It took him between two and three hours to remove all the software provided on the new machine and reinstall from the discs provided with the machine, ommitting the security software (which hadn't been provided). Even then he found a file, or files, missing from the discs. He obtained those from Dell over the internet on our other machine. The result worked OK, but getting to the solution was far beyond my ability. Sorry that this is no specific help, but it may save you some frustration. It's clear from the many examples in these threads that Dell should accept that machines have been sold with this error and offer a (free) remedy to all those affected.
Your solution (to fix a corrupt version of the MFC80.dll file that was included in the DataSafe local build) worked brlliantly to fix the 0xc0150004 error I was getting when installing new software of my DELL 530 (Vista Home Premium 32 Bit OS). The 0xc0150004 error simply stopped the new software (ESET Nod 32 anti-virus and Logitech Setpoint mouse/keyboard) from loading or functioning properly. I have a sense that it will help many people out there with similar 0xc0150004 errors (I've seen them for AVG anti-virus, CORE, Paintshop PRO, and more). Happy days are here again!.

I found the solution for the bluetooth troubles on dell laptops. Do the following :
1. Use the registry editor (Regedit) to locate and expand the following registry key:
'HKEY_LOCAL_MACHINE\COMPONENTS\DerivedData\Components\'
2. From the long list on the left, delete the following key:
'x86_microsoft.vc80.mfc_1fc8b3b9a1e18e3b_8.0.50727.762_none_0c178a139ee2a7ed'.
3. Restart the computer and reinstall bluetooth drivers.
good luck.
