Why does my thread started fail to show up?

My thread -Question -I stared as a thread is not showing up but receiving a message from Techie asking if I want help.

I answered "no" but to no avail

Am I not allowed to ask question?

I keep getting this PM "Chat with a Tech Expert for Free?" though I replied No to the PM. My posting a question on the desk top is not showing up. I posted this about 6 hours ago.? I wonder why?
