Optiplex 3060 won't boot into USB

Hello all,

I want to do a clean install of Windows 10 on a new Optiplex 3060. However, upon attempting to do so it will not boot into the USB drive to run the installation. I've tried a few things. Enabling/disabling secure boot, disabling VT for Direct I/O, enabling legacy boot meaning booting into the USB via legacy and not UEFI (which did appear it started the installation but it froze soon after the splash screen).

I've also tried creating the USB drive with the Windows Media Creation tool and downloading the Windows 10 ISO and have Rufus create the USB drive. Same results on each.

I've ran the Dell Diagnostics from the BIOS on all hardware components and ALL tests passed. So at the moment I'm a little stuck and not sure what to try outside of sending it back to Dell which of course I'd rather not do but I need to get this up and running.

Does anyone here have any thoughts on what I could do? Thanks!
