do you mean you could go through windows setup but when it tries to boot to the hard drive you get that error? There was an old problem that if you are using two scsi devices then 98 setup would confuse them because they are using the same irq and you would have to first install it with the boot drive on channel B and then switch it over to channel A after the install so it would boot. If it's two hard drive though, then just remove one of them. This workaround was implemented due to people having a scsi drive and cdrom and needing the cdrom to install 98.

Thanks for that. That sounds exactly like my situation. The CDROM is a SCSI and the HDD is a SCSI. I can see both of them at start up, but cannot run the setup from CD to HDD. Can you explain further how to change channels please?

sure, what's the make/model of your scsi controller, hard drive, and cdrom?

HDD is a Seagate Barracuda SCSI. Thinks the CDROM is a NEC, but will have to confirm full details later if that's OK.
