Making Videos more crisp and clear!

I reformatted my computer and it seems like I missing a sotware before I use to watch movies or videos and they were much clear.  what do I need to do to improve the settings?

Unfortunately you didn't include the most important item in your post, your PC Model number.

However, many Dell's require the installation of chipset drivers before installation of sound/video drivers.  That may be the issue.  Many, when they reinstall fail to install the chipset drivers (if applicable to their model).

Do I need to reformat and then install the chip set or I can download it now. Do do I need to upgrade to a new bios? I have the A9 currently.

You can install the chipset drivers now, then restart Window.  You may have to reinstall the video and sound drivers after the chipset drivers are installed and Windows restarts.
