I have a Dell Optiplex 380 DCSM1F with no RAM. I recently bought some hynix korea 07 2gb 1rx8 PC3 12800U hmt325U6CFR8C RAM but when I put it in and boot the system beeps at me and displays the error light 1 + 3 meaning RAM is there but wrong configuration. What can I do to fix this?

There is no fixing this. The ram is not compatible.
