Keyboard Failure

System basics:  It is the XPS 400 desktop.  I run Windows XP.  My keyboard and mouse are both from Dell (came with the system).
 
My issue is with my keyboard and mouse.  Last night after I plugged in my cell phone (I've been doing this for months now with no problem), the computer frooze and would not respond to anything.  I manually turned the computer off.  Upon restart, the computer loaded normally until it got to the login screen.  I then noticed my keyboard and mouse did not work.  I proceeded to shut down the machine again and try it again with the same result.
 
After this I shut down the computer again and unplugged both devices from their usb ports and replugged them in.  Again, neither worked.  After restarting the machine again I tried pressing F2 and it brought me to a screen that said Keyboard Failure.  After restarting again I was immidietly directed to this page but now it also says No boot device available and asks me to press F1 to retry boot or F2 for the setup utility, however sense my keyboard is not working I cannot do either.
 
To test if it was my keyboard and mouse that were the problem, I plugged them into the USB port on my Dell Inspiron 1521 laptop, which I am using right now with the keyboard and mouse.  Both work when plugged into my laptop (which runs Windows Vista).
 
I also tried switching the USB ports the keyboard and mouse were plugged into with no effect.
 
Any help on this issue?  Should I get a new keyboard and mouse?  Could it be the connection with the USB ports on the desktop?
