It physically fits the standard atx psu, but it requires an adapter to go from the 24 pin atx to dell’s proprietary 8 pin. I installed a 750watt corsair in mine and it works fine.

9th-gen Intel Core CPUs also come with LGA1151 socket. Are they supported? I tried one on but the fans just keep reving at high speed.

CPU support is limited to MB and chipset, not just the socket. Max spec for I series for the 3620 is i7-7700k. Note that the 3620's BIOS does not have overclock.

I have a xps 8920 and I'm looking to buy a T3620 as a second pc. To me it seems the specs are so close, and the mother board looks so similar, they are almost the same machine.
Here's the question. Are the drivers (or some of them) compatible?
Can we use the 7700k cpu to it's full boost speed of 4.5Ghz? And how is this achieved, with a button press, or is it automatic?
As the 7700k cpu can be over clocked happily to 5Ghz, can the T3620 over clock it? I'm just being curious

No. The 3620 can take 6th & 7th gen CPU's, but not 8th gen.
Precision 3620 Tech Guide has a list of compatible CPU's.

This machine can take any socket 1151 CPU from the 6th gen Core series or Xeon E3 12xx V5 families.
The fastest for each are as follows:
--Without integrated graphics--
Xeon E3 1280 V5 (quad core with HT 3.7GHz / 4GHz boost @80W)
--With integrated graphics--
Core i7 6700K (quad core with HT 4GHz / 4.2GHz boost @91W)
Xeon E3 1275 V5 (quad core with HT 3.6GHz / 4GHz boost @@80)
Core i7 6700 (quad core with HT 3.4GHz / 4GHz boost @65W)
looks like Dell did a mid model refresh to add more CPU support and since yours is configured with an i5 7500, you should be able to use any Socket 1151 7th gen i7. Here is your fastest option for each power consumption level:
Core i7 7700K (quad core with HT 4.2GHz / 4.5GHz boost @91W)
Core i7 7700 (quad core with HT 3.6GHz / 4.2GHz boost @65W)
Core i7 7700T (quad core with HT 2.9GHz / 3.8GHz boost @35W)
