I don't know what is wrong with this computer
I got this Dell Precision 5510 refurbished from eBay. When it arrived, it was working fine—the screen wasn’t broken or anything. After setting it up and just using YouTube, the laptop glitched and said the battery was in critical condition, even though it presumably had 40 percent left, and it got stuck on the BIOS screen. After an hour of charging, it returned to the normal screen.
However, after clicking on just one YouTube video, the screen started flashing between multiple applications and became nonfunctional, so I had to turn it off. When I finally checked it again, I looked at updates, and it said it was missing multiple background applications. I don’t know how to install those, so I just left it.
Lastly, the little battery/status LED bar flashes 7 white times, then 2 orange times. Even when I force shutdown the computer

I am assuming windows 10 is on the computer.....
You are still able to boot into windows? If yes, download and install latest Video (display) drivers from your Dell Product Support page to see if it will make a difference:

Best option is to arrange a return/refund with your eBay seller.
For the battery you can try to fully discharge it and then fully recharge it. (Use it from battery until the laptop shuts down. Then have it idle in bios/boot screen until it shuts down again, then connect power and start it up and let it fully charge.) That will recalibrate the battery meter.

The 2,7 refers to a display failure. That could be a true display issue, or it could be a connection problem -- which will require disassembly to test. It could equally well be a mainboard or GPU failure (or impending failure).
If the battery is original to the system, it's likely near if not at the end of its lifespan.
If the seller provided a warranty, your best option is to return the system for a refund.
