My INSPIRON 7000 is running W98SE and now it started to give this error message on startup before the icons appear on the desktop.

RUNDLL

              Error loading C\windows\SYSTEM\icsdclt.dll

Adevice attached to the system is not functioning

So far the machine seems to be working.

A) What is the cause for this error?

B) What is the remedy?

           Many thanks for the help!

    EA8114,

That file enables Internet connection sharing and is a part of Windows XP, Small Business Server 2003, and Windows Server 2003. If somthing is attempting to load it on a Windows 98 system my first thought is that spyware may be involved. Download Ad-aware from here and Spybot from here. Check online for updates to their databases then run them and delete all the spyware they identify.

If that does not rectify the problem download HijackThis from here. Run it and post the log it generates at http://forums.tomcoyote.org/ where the experts can analyze it and provide corrective measures.

Optionally, since you can use the system in spite of the error message, you may choose to simply ignore it.
