Try clearing the data agent configuration and rediscover. Then restart the data agent service. Then reconnect to the path specified in the data agent program in data supervisor.
QL Config only supports failover with the PV 660 because the 660 has 2 active paths, where the 650 has 1 active path per SP.
If both paths are registered in QL Config, then ATF should work.
To verify if both SP's are detected you can use omcli from the command line.
omcli getagent
