CD and DVD drives only work for first user to log in

After the computer is booted up, if my husband logs into Windows (XP) first, he is then the only user who can access the CD and DVD drives.  If I'm logged in later and try to access them, I get an inaccessible error as if they weren't there.  Likewise, if I log in first, I can access them and he can't.

We both have administrative rights.  I looked at the Device Manager and didn't see any settings for this.

This has been driving us nuts for a long time and I would greatly appreciate any ideas.  Thanks.
