Dell Power Edge R710
We have Dell Power Edge R710 X5650 with 32 GB (2*16) RAM (PC3-10600R). Its showing RAM speed 800 MHz and that should be 1333 MHz or more.
My configuration is as
A1, 2,3,4,5,6,7,8
B1,2,3,4,5,6,7,8
with updated bios 6.4.0
Any body guide me, how to improve RAM speed

Do you have one processor or two?
If you have a single processor and are using quad-rank DIMM's (4R), putting them in slots 1 and 4 (first and second slots) will cause them to drop to 800MHz.
If you have a single processor and are using quad-rank DIMM's (4R), even if you put them in slots 1 and 2 (first and fourth slots), they would be limited to 1066MHz.
The only way to get 1333MHz is to use dual-rank DIMM's (2R) in slots 1 and 2 (first and fourth slots, not first and second).
You are using 1333MHz DIMM's, and both the system and the processor support a maximum of 1333MHz ... you can NEVER get faster than 1333MHz.

You have TWO processors installed? What is the part number or make/model of the memory you are using? What slots are they in?

I have 16 Rams of 2GB each installed.

Yes, I have two processor installed.
There is 9 slots available for each and I have installed 8 Rams for each of 2 GB.
RAM= 2GB 2Rx8 PC3 -10600-09-10-B0-D2

Your original post said "We have Dell Power Edge R710 X5650 with 32 GB (2*16) RAM (PC3-10600R)", so I proceeded as though you had 2x16GB DIMM's installed.
Yeah, so you have three DIMM's installed per channel (two of the three channels), meaning the memory will run at 800MHz.
To get 1333MHz, you will need to use one of the following configurations (CANNOT be quad-rank (4R) memory):
2x16GB = 32GB at 1333MHz using one channel
4x8GB = 32GB at 1333MHz using two channels
6x8GB = 48GB at 1333MHz using all three channels
6x8GB would be ideal, because 1) you are using all three channels, 2) you have only ONE DIMM per channel installed so it will run at full speed, and 3) you have 48GB instead of 32GB. If your OS cannot use more than 32GB, it will still operate better, but you could drop it down to 6x4GB for 24GB (or upgrade the OS).

There was a misunderstanding at first when you said 2x16 ... YOU meant 16x2GB and I understood 2x16GB (as it is customarily written).
See my last post for a correct response to your question - it is the response you are looking for based on the correct configuration.
