Precision 490, newgen MSI RX480 video card not recognized

Hi every one,

I own a dell precision 490, recently I upgraded it with a MSI rx480 8GB gaming X video card for GPU HEVC encoding.
After installing the drivers, ERROR CODE 43 appears in the device manager. After some emails, google and phone calls. Most likey is the BIOS (A08) didn't recognize the new generation video cards (mid 2016).

Can we request Dell to make a BIOS update?

Do somebody share this problem and is there a work around?

The 490 and 690 wont work with cards that have UEFI bios and do not support DOS VESA mode 103.  All of the Bus Speed and BIOS and cpu's etc is 300 percent too slow to do HDMI 2.0, video 4K@60Hz.

PCI-E 1.0 bus is too slow and has insufficient power for PCI-E 3.0 cards.

Even a precision T3500 would be PCI-E 2.0 bus hampered.

The 2006 Precision 490 is considered end of life by Dell engineering. A08 released in 2011 was the last bios. Dell validated video cards =
