OptiPlex 790 Wont power on power light blinks amber

My computer was down when I came back from lunch and could not get it to come back on.  If I hold the power button down for about 7 seconds it blinks orange but there is not noise from the fan coming on or post beep.  Also the green light on the back is not on either. All of the other equipment sharing the same power strip come on but not the desktop so it is not the power strip.  I also tried to set it up in another office on a completely different circuit and still does the same thing. What should I try next?

Which form factor, desktop, mini-tower, small form, ultra-small form?

From the (desktop) manual: Blinking amber light indicates a problem with the system board.

Are any of the 4 diagnostic LEDs on when it won't boot? ,They're on the front of the PC next to the power button. Look up error codes in the manual.

Possible power supply failure if the green light is off on the back. Can you try a different power cord? What happens if you push the power supply diagnostic button on back of PC next to that (green) power light?

It is a small form. there are no other lights on the front on just the blinking orange power light. I tried a different power cord it would not even blink when I pressed the power button. I also tried pushing the power supply diagnostic button on the back and it as absolutely no effect either.
