Black screen with flashing cursor

Help!!!!  I have a Dell Inspriron 537s, when I turn the computer on it goes to Dell screen the bar fills up and then it goes to a black screen with a white cursor and doesnt go past that.  I upgraded to Windows 10 about 6 months ago and everything has been fine with it.  I have looked online and there are a few things i have tried, press the windows button + p,  and nothing has worked.  Any suggestions????

What color is the power button and is it steady or blinking?

When was last time you replaced the motherboard battery? It's a CR2032 3-volt coin cell battery, ~$2.00

I replaced the battery.  When i turned it on, the fan kicked on and it beeped.  A screen came up that said there was an error and to press f1 to continue.  I pressed f1 and the dell screen comes up then it goes right back to the black screen with the cursor.

OK, at least we've ruled the battery out...

Power button still solid white?

Reboot and count the beeps. Look up the beep error codes on page 31, here.

When i turned it on, the fan kicked on and it beeped.

So are you saying it only beeped during that one attempt to boot?

Can you test this monitor on a different PC or another monitor on this PC, including swapping the video cable? Assuming the monitor and cable are ok...

Do you have a bootable CD/DVD like a Dell Resources disk? Open the drive and put the disk in the drive and close. Now force reboot and IMMEDIATELY press F12. See if you can get to the boot menu to select the optical drive. If it boots that way, you have a HDD problem...

If that doesn't help, the next step would be to rule out the video card. If you have an add-in video card, remove motherboard battery and press/hold power button for ~30 sec. Now remove the video card, and reseat RAM modules in their slots while you're at it. Now reinstall the battery. Close case and connect monitor to the onboard VGA port, assuming the monitor supports VGA . See if it boots now...

This is the windows 10 hozed mode.  This is not repairable.  You have to reinstall or upgrade windows 10 from 1511 to 1607.   If you boot a 1607 dvd and repair install over the top of the existing windows that works sometimes.  There is a Blinking cursor at the top left of the screen and nothing else.  [:'(]
