Which 3148 do you have - the version with 4G RAM and a 500 G hard drive, or 2G and a 32 G eMMC flash drive?
If you have the latter, are you out of drive space (which is common)?

Go to Windows disk clean up and delete all temp files. Now again try to install Itunes
