PowerEdge T410 turns on but does not boot and no VGA signal

Good day!

Brought a server that lasted 2 years in the off state.
2CPU, SAS raid + sata disk. 2 power supplies but 1 not working.
The server is turned on, the RAID is initialized, the fan is spinning, but the server does not emit any sounds and the monitor is off, no vga signal. On the front panel writes "ST: FLXVB5J" and does not respond to the buttons. The indicators on the keyboard do not blink.

The BIOS battery checked - Ok. Reset BIOS did. Power supplies in places changed.

Behavior does not change.

Any ideas how to turn it on?
