I assume the library is connected to a SCSI adapter and not fiber channel. If so, verify that only one tape drive and one robot shows up during server POST.
Check all SCSI cabling to make sure that there are no bent pins (check each end of the cable).
Does the OS device manager detect the robot? (look under "Medium Changers").
Try disabling the Removable Storage Manager (RSM) service via the W2K services applet, then reboot the server. See if the duplicate devices still show up.

It is connected via SCSI. during POST it shows 1 Dell PV-132T, and 1 Quantum SDLT 320.
I checked SCSI cables, and they look fine, no bent pins.
the OS device manager under Medium Changers shows 1 Dell (TM) PowerVault (TM) 132T Tape Library
It is connected to an Adaptec 39160.
