I assume hostname.domain remains same so do following:
a) stop NW
b) change IP
c) make sure new IPs can be resolved to old names
d) start NW

I think IP change should not cause SID change so no need for any license transfers.

The hostid may change when changing the IP address of the backup server. If this happens you need to contact EMC Licensing to get your licenses re-validated based on the new hostid.

Really? On NT, hostid was a hexadecimal representation of the IP address. The change of the IP address would change your hostid, but on Windows 2000, hostid is based on SID (windows 2000 security ID). It is set during the installation, and IP address change should not affect hostid value. Or did I get something wrong? (not to mention that you have feeware utility to set your SID from sysinternals).

As far as I am aware this hasn't changed. It is possible to use the IP address rather than the SID to determine the host ID and set it manually but there is very little reason to do this (last time I encountered it was 5+ years ago).
