Hi,
As you are using version 4.x you can add --killsnapups=300 in the gc line of the morning cron. This will kill all active backups after 5 minutes.
Then the Garbage collection line in /usr/local/avamar/bin/morning_cron_run will look something like this:
gc_cron --killsnapups=300
