You need to verify if the Storage Ports are generating any error. Next check if the Switch ports are generating any error like Proc_rqrd etc, this means data frames are facing issues while getting transferred.
There are a number of performance Articles on ECN, you can search the same.

Can you give more details?
1. Is that a FC or SATA lun?
2. Is the LUN given for a database application?
3. What RAID configuration you're using?
