Optiplex 990 won’t connect to anything

Tried everything possible, the PC won’t connect to my monitor or mouse and keyboard. Everything is new and the PC is certified refurb from Dell...

PC's don't connect to devices.  You connect devices to your PC.

990 Models have the OLD PS2 mouse and Keyboard as well as VGA.
