Question about Clariion power specs

I'm trying to figure out how to read the specs.
For the processor enclosure I'm fine, but how to read it for a DAE ?
I mean: how can an empty DAE cost 440VA (425W) ?
Do I need to count the number of drives as well ?

I am told that a low power 1TB DAE is less performant and costs less than a high power model.

Or do I simply count the number of drives times the specs for each drive ? So 15 times 300GB15k is 15 x 18.8 Watt = 282 Watt... This differs about 160W with an enclosure.

Help.
