If you are handy around computers, you can test the power supply by opening the case and unplugging the 20 pin connector from the motherboard and jumping the Green wire to one of the Black wires, if case/processor fan runs, then you know it's good.

Note= Do not remove any wires from the plug, use a small piece of wire or a paper clip as a jumper.

You don't have to buy it from Dell, because the D-2400 has an open back, you can use most generic standard ATX PSU, with or without, the on/off switch.  Check out the Antec power supply line.

Here is a highly rated, inexpesive Rosewill standard ATX power supply newegg.com... I haven't used this supply, but out of 100 reviews, 96 give it 4 or 5 eggs out of 5... I have had good luck with newegg.com.... (just had to replace an emachines power supply, and though I could have bought locally - live in Phx. area - I chose to order replacement from newegg...)
