I suggest that you follow the steps given below:

Shut the system down, power on the system and immediately keep tapping on the F2 key every two seconds. In the BIOS screen, click on ‘Sata operation’ and change from ‘Intel Response’ to ‘AHCI’. Press the F10 key to save, then press ‘ESC’ to exit from the BIOS screen.
Reboot the system, go to BIOS screen again by pressing the F2 key and change SATA operation from AHCI to Intel Smart Response.
Save the changes and Reboot the system.
System boots normally into windows.

I have also received the PC in couple of days back and I have the same problem. Its simply stuck on 'DELL' screen.

Do we know why does this problem happen and what we need to ensure it doesn't happen again?

Yes it is fixed but I’m not sure if it was only the instructions below - it worked after spending about 45 minutes on the phone with a tech – all to do with the bios settings I think - I can’t remember all the different things we tried.

 I have bought two more of the same machines for my other work but the technician hasn’t come to set them up yet so I’m really hoping we don’t have to go through the same process!   

 I’m still using my old PC as well yet has haven’t loaded up Microsoft Office and my email accounts on the new Dell but the Dell appears to be working fine in most applications except the making video app that keeps crashing.

I am checking in my BIOS for the options mentioned by Sujatha above, but I can't find any such option. Its A06 BIOS version. Not the best start I expected.

To make it worse, Dell support website doesn't even recognise service tag.

I am lost now..:(

The system is set to RAID in order to employ the mSATA cache. That's the required configuration to use an SSD for caching. If you would please stick to one thread, it would help others respond to your specific issue. I'm going to look at your other thread.

I'm having the same issue. With a USB keyboard I did manage to get into the BIOS. I have noticed a few things, firstly the disk is set to RAID not AHCI, I'm not sure how you do RAID with one disk. Also my invoice shows a 32GByte SDD which I assume for for the OS, but it isn't in the system, so I'm thinking it's gone to sleep and is trying to wake up from a disk which isn't present. Bit of a shambles. Not impressed. A batch load of 27's have come in from India half configured I reckon.

Your BIOS is set up correctly. Have you called Dell?
