I understand a user logging in that has privilege level 15 will bypass the enable password.   How do I force everyone regardless the level to have to use the enable password.

Here what I tried:

Dell(conf)#username test123 privilege 15 secret test123
Dell(conf)#enable secret level 15 test123

This did not work.  Please advise...
