A system will auto dial if the connection is dropped or terminated without using dial up networking to close the connection. You can turn off the auto redial in the properties for the dial up networking. If you are using XP this can be accessed from the start menu , click start then settings network connections. Right click on your dial up networking icon and select properties. The settings are in the options tab.
