So, just to be clear, you are saying you are attempting to install an unofficial Windows 7 image downloaded from the internet, and it's not working correctly?
Even if the 5070 could take Win7, it would need to be 64-bit. Best bet would've been to buy a Win7 DVD unless you don't have a DVD drive. Win7 is not one of the supported operating systems according to the Optiplex 5070 Spec Sheet.

The Windows NT 32-bit user-mode executable that is the basis for a single DOS (or Windows 3.x) environment is called ntvdm.exe.
past skylake Optiplex 5040 there is no more legacy booting or mbr or any not WHQL drivers or bios or hardware etc.
