PowerEdge 6350 Startup

I recently bought a new house and had my server running at my apartment just fine. It is a web server so didn't want to take if offline until I had internet at new place. Anyway after I moved the server I hooked it up to my outlet and it sparked some. Turned the server on without a keyboard, mouse, or monitor hooked up. After waiting awhile I hooked up my keyboard mouse and monitor to see what was happening and it said Preparing Network Connections. After some more waiting my NIC lights were on and I tried pinging it but couldn't get through. When I hooked up my DSL box to power my monitor went black. I switch monitors and still nothing displayed. I pulled the powercord from server and tried again with everything plugged in. All i get from my monitor is an amber-orange light which means it knows it is hooked up to something. My problem, my server doesn't seem to be booting all the way up because now my NIC has no lights and I can't see what is going on since I have no monitor throughput. WHERE DO I START troubleshooting this?
 
Could this happen if I don't have enough wattage to the server?
Did I fry something on my motherboard when I plugged it in?
Why does it spark everytime I plug it into a new outlet?
Should I start pulling NIC, memory, etc and keep trying to boot?
Should I try an outlet on a whole different circuit?
