Reply - What flare code are you currently running? The only thing that I can find regarding this error message refers to a problem with the base code. I would recommend that you call into the Storage support queue, and have a case created. You may need new flare, or new hardware.
Reply - I've researched the panic code a little further, and found that it is a CM Panic base error. If both SP's are reporting this error, I would replace the flare code with 5.11.17 using a new seed disk. Otherwise, I would swap out the effected SP.

I called our local Dell Storage support and they fix this error message as the following:
1- Switch off the SAN storage from up to down sequentially
2- Remove all the hard disk from the PV650 except slot (0 and 1)
3- Takeoff the (SP B) out from the PV650
4- Connect the serial connection into the connected (SP)
5- Power up the PV650 only
6- If it boot with no error, switch off the PV650 and Takeoff the (SP A) out from the PV650 and connect (SP B)
7- Do the steps (4 and 5) again
8- If it boot correctly, switch off, then connect all the (SPs) and return all hard disk back into PV650.
9- Switch on the SAN.
10- After this stpes the problem fixed, thanks for Allah
