T3500 won't post or boot

I recently turned on my T3500 the other day and surprisingly it wouldn't boot up. When I press the power button, it powers on for 1-2secs. then turns off. It repeats this cycle and the only way to stop it is to unplug the power cable.

It doesn't stay on long enough to get an error beep or a diagnostic code. Here's are the things I've tried so far.

- unplugged power supply cable to m/b, cdrom drive, hdd's

- removed vid card & ram

- removed all dust bunnies with compressed air

- sprayed contact cleaner on all contacts

- tested the power supply

- removed m/b battery and reset CMOS

- reinstalled power cable and inserted 1 ram stick to test

And nothing...power cycles on & off every second or 2 as per original issue, LED on mobo is on. I really hope the mobo isn't fried.
