Hi, is the Dell data wipe function in the BIOS of your laptops compliant with the Gramm-Leach-Bliley (GLB) Act?

If you are concerned about that function you could always use a program such as DiskGenius available here. That will wipe the drive and make any data irretrievable. I have used it many times and it works like a charm.
