I created another topic a while ago, but I've lost it so I'm starting over..

 

I am trying to install a brand new Seagate Barracuda 120gb HDD in my Dell 8400. This drive is replacing my existing drive, not adding a second one.  When I hook everything up it tells me that there is no HDD installed. Booting from a Windows operating system CD, tells me that it cannot detect a HDD and setup cannot continue. This is the second of the same drive it cannot detect. I can't help but think it's my computer and not the HDD. What is going on? Yes, everything is connected properly. This is for sure not the problem.
