This has taken me some time to figure out so I'll leave this for those with similar problems.

After installing 2nd hard drive (SATA) it was not recognized.  To correct this:

F2 at system startup.  Go under drives.  Select drive 1 then hit Enter ( drive 0 will be primary).  Select ON using the arrow key.  The note says that "ON" is the default setting but that isn't the case for a new hard drive.  Escape saving changes.  Reboot.  Ensure that your SATA cable is in the Drive 1 slot (the slot in front of the primary (blue) slot - not to the side).  Computer will give you the found new hardware icon now.  Run disc wizzard.  I'm using windows XP on a Dell XPS 400.
