I added the 2 new sticks last week and it ran perfectly fine until there was an update that was downloaded on my pc today. It started up like normal. Downloaded update then the issue began 

Four yellow blinking lights is memory or ram failure.

you may need:

unplug cord and press and hold (30 sec) power button , re-plug .

or if not working ,reset the cmos with the jumper on the mobo. see service manual.

I don't see 4x 8GB support in the service manual.

what kind of update?

If you are designating your RAM slots in accordance with the motherboard schematic posted above . . . that ain't right. The RAM slots, starting closest to the CPU, are numbered;  3 - 1 - 4 - 2

If you have 2 RAM modules you should put them in slots 1 & 2 (both white locking tabs).

They are are both in white tabs. I meant to say slot 2. So ill have one in slot 2 then pc will run normally with just 8gb of ram. But then one I add back in 2nd factory 8gb of ram in other white tab ill get the 4 blinking lights. I can't remember the update. It was a driver update that required a restart. After that is when issue with blinking started

Did you clear CMOS as suggested by steadler? You can do it by disconnecting power to the PSU, remove the CR2032 coin cell battery from the motherboard, hold in the power button for 30 seconds, put the coin cell battery back in the motherboard, put 2 matching RAM modules in the slots with the white tabs making certain they are fully inserted and locked in the slots, connect power to the PSU and try to boot up.

Put back the 2 original OEM memory sticks in their original slots, and do a CMOS reset as described above. 

These systems are very picky when it comes to aftermarket memory support, and you cannot just add memory sticks that are not OEM to the system as it usually causes issues.

Yes I just did that. I unplugged power. I took out the battery. Took out ram sticks. Held power for 30 seconds. Put ram sticks in white tabs correctly. Then put battery back in motherboard. Plugged in and ends up just blinking 4 times still 

I don't even see that option when I'm in my bios menu for some reason

rinse and repeat . . . it may take several iterations. Each time triple check that the RAM modules are securely seated and locked in the slot . . . even though you think you have already done that. As mentioned, Dell systems can be very finicky when it comes to RAM.
